Wars, especially the long and 'total' ones, often cause deep changes within the structure of the State, by leading it to renew its own organization so as to meet the needs for better coordinating, at all levels, the war efforts. In 1916 it was decided to create a service for provisioning and consumptions which, in May 1918, after several changes, was transformed into the Ministry for food provisioning and consumption. The facility generated a large amount of regulations about the topic of livelihood, of the storage as well as the food resources' distribution. Rules were also created for the food production, importation and rationing. Many foods' prices were ruled, whereas tables listing the different flours' percentages, allowed for the bread composition, were supplied. Controls were also executed in restaurants, where, for instance, the consumption of too generous meals was forbidden.
